the search criteria brought back over 600 records, but the export then exported just the 25 on the display page (page set to display 25 per page)

HI, "export to excel" only exports what page is displayed. What you can do is:

1) display "ALL" and then export

2) use our Interactive User Import module to export all the user profiles to an excel spreadsheet instead.
