Yes, this can be done through Dynamic Registration (indirectly). When you set up the form, you can add a field to set the role. For example, you can have series of checkboxes to say None, Basic, and Gold. Each one will correspond to a role type. Then you create completion events to add/remove roles by specific user responses. Be sure your fields are mapped to DNN profile properties. Your form is now ready for the next step.

Dynamic Registration has a feature called Manage Users. This will allow admins or an authorized role to get a list of users and edit the profiles through Dynamic Registration. You can authorize a role to manage users in Module Configuration, Module Security.
