I have a special scenario where a logged in User can go and register for a new Account. In this case, Dynamic registration sees that the user already exists and tries to pull the current users information. Then it updates the current user instead of creating a New User. Is there a way to specify Dynamic registration to Load a New User registration form instead of Update form?

Yes, Dynamic Registration offers a feature called Manage Users. To start, please go to Module Configuration, Module Security. Here you can assign a role (besides Admins) the right to manage users. Then, logged in with the right role,click on Manage Users and you'll be able to search for a user and select it to edit. Or you can also choose to add a new user from here.
