Would I be able to both send an email with the form results and add it to the database at the same time?

Hi. Yes you can create as few or as many Dynamic Events as you would like. One of the email types is email and another event type of SQL Event. So you would just create two events (one for the email you would like and another one for the database insert SQL event). Keep in mind that the system can already store the data in its own tables without creating an event, you only need to create one if you wish to insert the data into your own tables/update/or pass them to a stored procedure etc...
