Does Dynamic Forms have an issue with exporting large forms? When attempting to export my browsers just sits and sits for 15 minutes and finally just times out. I do have a lot of a lot of language localizations etc..but that should not matter..right?

Can you please check in Admin, Event Viewer and see if there are any errors related to this?  The error could help us identify where the problem is coming form.

Also, please give us your exact Dynamic Form version from Host, Module Definitions and your DNN version.
