Not sending email after successful PayPal transaction

This form is connected to PayPal for purchases very similarly to Demonstration 15. Most everything is working including the totals, the redirection to PayPal, the purchase and the return to my site.
I need the form to send me an email when there is a successful purchase. Following the example of Demonstration 15, I have created a completion event that sends an email and have associated it with the "Completed (Standard)" status in the PayPal Payment Status section of the Module Configuration. I have completed several purchases and the form is not sending the email. I know the completion event works because I tested moving it to the "before redirection to PayPal" status and it works there, meaning, it sends the email to me.
So it appears to me that either PayPal is not sending the status back to my form or my form is not receiving it. Either way, the event asssociated with the "Completed" status is not working.
Can anyone suggest a configuration change that will get this working?
and a related question: When returning the customer to the site from PayPal, do they have to be return directly to the form in order for the "Completed" event to fire or can they be redirected to another page in the site and it will still work?
