I would like to let user complete the form and click on submit.

If they have logon, then form will be sent to administrator.

If they haven't logon yet, then the login page will come up giving option to logon or register.

How can I set this in Dynamic form?

Why don't you just set the page permission to only be viewable for Registered Users role? If a user trys to go to this form but isn't logged in, then they don't have access to this page and will be redirected to your default login page.
