I create a DF form to upload PDF documents, I just notice that the document gets uploaded to the folder I specified (/forms) but a copy is also uploaded to /DynamicForms_Upload

Is there a way to turn that off so it does not duplicate the file on 2 different folders?

Are you using the DynamicForms_Upload for any files? Have you configured any of your File Upload fields to by default store the files into this folder? If not, I would just delete this folder to avoid this duplication of files.

Otherwise, I don't believe there's a feature to disable Dynamic Forms from uploading to this folder. Just out of curiosity, which version of DotNetNuke and Dynamic Forms are you running?
