Yes, Dynamic Registration gives you this option. Logged in as host or admin, you'll notice that you have a Manage Users option at the top left of the module. If you click on this, you will be able to search for a specific user and edit their profile while in Dynamic Registration.
You can extend this ability to someone else by going into Module Configuration > Module Security where you can assign a role to manage users. You can also choose to add conditions to match specific fields. For example, if you assign Department Manager as a role that can manage users, you can also add the condition that they should have matching Department ID. That way, the Department Manager in Iowa can only manage those in Iowa, and not in Florida.
