Dynamic Forms can definitely support this workflow.
You'll need to add a hidden field to your form that stores the same value as the Refer a Friend question. So if these were the short field names:
1. ReferFriend
2.) ReferFriendHidden
Then you should add the following JavaScript to the Client side section of your ReferFriend Question:
$(ReferFriendHidden) = $(ReferFriend);
I would then recommend building 2 Email Completion events.
Email Event 1:
Is sent to the Coordinator
Email Event 2:
Is sent to the Referral so long a value is present in ReferFriendHidden. You can conditionally fire completion events and this is the sole reason why we have this hidden field. So this email will fire only if ReferFriend does not equal ''/empty.
If you need validate the email provided to ensure that proper format is achieved, please use a Regular Expression. Dynamic Forms has Regular Expression validations on the Question level. You can find the Regular Expression that suits your needs here:
