I'm trying to work with custom lists and Excel / Access to load them. I need to apply different permissions (users and groups) to each item in the list and this information is stored in the same Excel/access with the data.

Do you have some ideas?

I do not think SharePoint build-in features offer such functionality.

However, this sort of requirement is quite common. You can get some great solutions like SharePoint Column View View Permission
