Yes, the form will actually have to submit in order to save it for editing later. There are a number of solutions for the admin issue.
1. You can offer a field similar to the "Is the form complete?" question in
Demo 23. Then, create an email event that will go to the admins only if the Form Complete is selected.
2. Dynamic Forms 3.4 now offers the ability to automatically submit the form based on a user response so that may enhance the user experience.
3. You can also use Dynamic Views 2.0 to let your admins run reports. You can filter it by specific user responses also so you can limit results to Form Complete only.
(By the way, you can also use
Dynamic Views to let the users find their form submissions where you can offer an edit button and get them to the form.)
