Hi guys... Unfortunately I don't know of a method for this to happen. There are a few things you can do though:
1. You should be able to implement the feature to "Hide until forced visible" for a question event within the panel or tab. From there you can then hide the panel until you have a specific question (maybe a checkbox or combo box field? Ill have to check but possibly a Submit button instead could fire this).
2. I have seen clients handle something similar to what you are describing by using JavaScript to show/hide the tab all together. These Tabs are using jQuery UI TABS that DotNetNuke has implemented starting in DNN6. So basically there are methods (via JAvaScript/Client Side Events) that you could use to actually show/hide these tabs...

These were new for the 4.0 release of Dynamic Forms and will also be available with the upcoming release of Dynamic Registration. I think there are a number of enhancement requests we are getting though and hope to accommodate those in future versions.
