Hello,
When using the Panels, Tabs, Sections feature in Dynamic Forms, you must contain all questions on the form within a Panel, Tab, or Section.
You'll notice how you specify a sort order range per Tab/Section/Panel. So if any Questions on your Form don't fit within a range, then it will be removed from the Form. Try not to overlap ranges either or else you'll get a fatal error message.
When enabling the Panel/Tab/Section feature in Dynamic Form this is indicating that all fields on the form will fit within the Panels/Tabs/Sections.
You'll need to boil up a custom workaround if it's a requirement to have a question outside of a panel in Dynamic Forms.
