Non-bounced forwarding not working

    Running version 4.40.10 on DNN 6.1.2.

    The non-bounced email forwarding does not appear to be working.  Bounced emails are getting logged and deleted as they should be, but the non-bounced emails are getting marked as read and left alone.  No forwarding happening that I can find.  Not showing up in the bounced email scheduled process log, and no record on my mail server log of an attempt to send them. No relative errors in the DNN event log. 

    What can I do to troubleshoot this?

    I should add that this used to work prior to the upgrade to 4.4.1.
