Dynamic Forms supports this type of functionality.
Sounds like you would build a form using Dynamic Forms and enable the Save for Later feature to allow the capability for Users to partially fill out the form and complete it at a later date.
Dynamic Forms can only generate a PDF File upon form completion, however the content of the PDF can be configured to be completely Dynamic based on the submission results.
