Here is my first thought. Do you have access to a database? If you do, I would do this. Youll have a table that you created that will hold some type of record based on your form submissions. When a User access the forms, you will create a hidden question which derives a value from your table. e.g. a record count using SQL
Everytime a User submits an e-mail, you will create a 2 COMPLETION Events in dynamic forms which checks the value of our hidden question using the Dynamic E-mail option. Your first Completion Event will be the hidden question value that is <=50 and another Completion Event > 50. Then create your e-mails for both Completion Events from your form results. Also after each form submission, you will insert that record into the table you created to hold your form results so the next time a USER access your forms, your hidden question value will be incremented by 1.
Hope this made sense.
