Yes, you can send emails using Completion Events. You have two options:
1. Create 2 separate email completion events -- one for the user and one for the admins. They can have different email contents so the users can get a more personalized feel.
2. Create just one event for both user and admin. You can use the email token on your form for the To Address, then expand the Advanced Email Properties section where you'll find the cc and bcc boxes to put your admin's email.
For both options, you will need to set the events for Registration Updates only. If you have emails going out for when they first register, you might want to set them for initial registration only.
