    This may be a noob question, but if a user registers with facebook connect, does the admin still get a new user registration email?  If so, where is the email template for it?

    Hi. Well technically it can, but you would need to use the "Silent Post" feature along with Dynamic Registration. Then Dynamic Registration allows you to have as many (or as few) email events, role events, etc... By default there is no email that fires out when a user is created via the Facebook Connect integration so if you need this feature you would want to go with the silent post feature.
